What I Mean by a Roof Base (And Why It Matters More Than the Top Layer)

When customers ask me about their “roof base”, they usually mean the visible covering – felt, tiles, or EPDM. If you ask me, I’ll tell you straight: the real roof base is everything under that top layer that keeps your home dry and stable.

In my 18 years on the roof around Brighton, Hove, Worthing and the villages in between, most serious roof problems haven’t started with the visible layer. They’ve started with a poor base: rotten decking, wrong insulation, flimsy battens, no vapour control, or a sagging structure.

In this guide I’m going to walk you through how I think about a roof base, what I look for on a survey, and how I rebuild it properly so you’re not back to square one in five years’ time.

The Two Main Types of Roof Base: Flat vs Pitched

Before I start talking details, I split roof bases into two types:

  • Flat roofs – extensions, garages, porches, dormers, balconies, bay windows
  • Pitched roofs – standard tiled or slated main roofs

The materials, layers and risks are different, so I build and assess the base differently for each.

Flat Roof Base: The Layers I Actually Care About

When I strip an old flat roof in Sussex, I’m not just looking at the old felt. I’m checking every layer of the base, from the joists up. Here’s how I break it down.

1. Structural Timbers (Joists and Firrings)

This is the skeleton of your flat roof. If these timbers are undersized, over-spanned or rotting, nothing I put on top will last.

On a survey, I look for:

  • Sagging in the middle span (usually a sign of over-spanned joists or long-term water ingress)
  • Soft or blackened ends where joists sit into walls
  • Previous patch repairs hiding movement or rot

If the joists are gone, I tell you straight. There’s no magic felt that will fix failing structure. I’ll price for strengthening or replacing those timbers properly.

2. Roof Decking (OSB or Plywood)

The decking is what most people think of as “the base”. It’s the solid sheet the waterproof layer is bonded to. If this is the wrong material or already soft, you will get bubbling, ponding and eventual leaks.

On older jobs I often find:

  • Thin, cheap chipboard that should never have been used outdoors
  • Gaps between boards causing weak spots and dips
  • Nail popping through the felt where boards move

On replacements I typically use moisture-resistant OSB or good quality ply, correctly fixed and staggered. A solid deck is non-negotiable for a long-lasting flat roof base.

3. Insulation: Warm Roof vs Cold Roof Base

When customers ask me where insulation should go on a flat roof, the honest answer is: above the deck (a warm roof) is nearly always better than trying to stuff it between the joists.

Two main options:

  • Warm roof base – Joists → Deck → Rigid insulation boards → New deck (sometimes) → Waterproofing. This keeps the structure warm, reduces condensation risk and usually performs better overall.
  • Cold roof base – Insulation between joists from below, ventilation above it, then deck and waterproofing on top. If the ventilation and vapour control aren’t perfect, this setup can suffer with hidden condensation and rot.

On most extensions and garage roofs I rebuild, I recommend turning the old cold roof into a warm roof when we redo the base. It adds to the upfront cost, but I’ve seen it save people a fortune in future repairs and heating.

4. Vapour Control and Ventilation

Flat roofs in Sussex often fail from the inside out. Warm, moist air from your kitchen, bathroom or bedroom rises, hits a cold surface in the roof base and condenses. Over a few winters, the decking turns to Weetabix.

To avoid that, I look at:

  • Vapour control layer (VCL) on warm roofs – properly taped, continuous, not full of screw holes and gaps
  • Through-ventilation on cold roofs – clear paths for air to move from one side of the roof to the other
  • Extractor fans – especially above bathrooms or kitchens under flat roofs

Getting this right is part of building a good roof base, not an optional extra.

5. Perimeters, Upstands and Parapets

On flat roofs, 80% of the leaks I deal with are at the edges and upstands, not in the middle.

So when I talk about a strong base, I’m also talking about:

  • Properly built timber upstands around skylights and walls
  • Clean, straight edges for drip trims and drips into gutters
  • Solid backing for lead flashings or felt cappings on parapet walls

If your flat roof runs up against a firewall or parapet, I often recommend adding or renewing felt capping on the parapet to give that vulnerable area a proper, continuous base and finish.

Pitched Roof Base: What Sits Under Your Tiles or Slates

On a pitched roof, most people only see tiles or slates. But the real base is the timber structure, battens and membrane that sit underneath.

1. Rafters and Structural Support

On older Brighton and Hove terraces, I see a lot of “creative” historical alterations – cut rafters, undersized supports, or years of movement. If the structure is twisted or sagging, you’ll often see uneven tiles and regular slipped tiles.

On a survey, I check:

  • Line of the ridge (is it straight?)
  • Any bowing to the rafters inside the loft
  • Damp or rot at the eaves and purlin bearings

If the base timber isn’t sound, I won’t just throw new tiles on and hope for the best. I’ll talk you through what needs strengthening or replacing.

2. Roof Decking vs Open Rafters

On some roofs you have sarking boards or sheet decking under the tiles; on others, you only have battens fixed directly across the rafters. Both can work if done right, but rotten boards or gaps can cause uneven support.

I look for:

  • Loose or split boards that won’t hold nails
  • Signs of long-term condensation staining on the underside
  • Historic roof repairs where random boards have been swapped in

3. Battens: The Unsung Heroes

Battens are a key part of the pitched roof base. They carry all your tiles or slates. If they’re done wrong, everything above is at risk.

Common problems I find:

  • Non-treated timber used as battens (especially on old jobs)
  • Battens nailed into rotten rafters
  • Incorrect batten gauge (spacing), leading to tiles not sitting properly

4. Underlay / Breathable Membrane

Modern pitched roofs in Sussex normally use a breathable membrane as part of the base. Older roofs might have bitumen felt or nothing at all.

On a survey I look for:

  • Perished felt that’s turned to dust along the eaves
  • Membranes flapping in the wind due to poor fixing
  • Water staining on the underside of the felt or membrane

That underlay is your second line of defence if a tile slips or cracks. If it’s gone, I’ll usually advise a proper strip and re-base rather than endless patching.

5. Eaves, Fascias and Gutters

The bottom edge of a pitched roof is where a lot of problems start. If the base at the eaves isn’t set up properly, water will often get behind fascias, into soffits, and down your walls.

I pay close attention to:

  • Fascia condition – rotten timber fascias or poorly fixed uPVC
  • Drip positions – does the water run into the gutter or behind it?
  • Gutter capacity and falls – especially on longer runs or terrace rows

If the base is being rebuilt, it can be a good time to upgrade to new uPVC fascia boards and properly set up guttering and downpipes so the whole eaves system works together.

How I Assess Your Existing Roof Base on a Visit

When I come out to look at your roof, I don’t just stand on the pavement and guess. I work through a checklist in my head so I understand exactly what’s going on under the surface.

Step 1: Visual Check from Ground Level

I start by looking for tell-tale signs:

  • Sagging lines or dips in the middle of flat or pitched roofs
  • Shadows that show ponding on flat roofs
  • Wavy tile lines or random patches of new tiles
  • Staining on external walls under gutters and eaves

Step 2: On the Roof – Feeling the Base Under My Feet

Up on the roof, I physically feel for:

  • Spongy areas on flat roofs that suggest rotten decking
  • Movement underfoot that shows loose boards or weak joists
  • Loose tiles, slipping battens and weak fixings on pitched roofs

With flat roofs, I’ll often take small test cuts in the felt so I can see the condition and thickness of the deck. With pitched roofs, I might carefully lift a few tiles to check the battens and membrane condition.

Step 3: Inside – Loft or Ceiling Checks

If I can get into your loft or look under a flat roof ceiling, I’ll check:

  • Rafter and joist condition – especially ends and joints
  • Signs of old or active leaks and staining
  • Any condensation issues, mould growth, or lack of ventilation

This inside view often confirms what I suspect from outside and tells me how far any damage has spread through the base.

When a Roof Base Can Be Repaired vs When It Needs Rebuilding

Homeowners often ask me: “Can you just repair that bit?” My answer depends entirely on what I find in the base.

When Local Repairs Make Sense

Local repairs to the base can work when:

  • The damage is clearly isolated to one corner or section
  • The surrounding deck, battens or joists are still solid
  • The roof covering is relatively modern and sound elsewhere

For example, a small area of rotten decking around a badly flashed pipe on a flat roof, with the rest of the base still in good shape, can often be cut back and replaced properly.

When a Full Strip and Re-Base Is Smarter

I usually recommend a full strip and new base when I see:

  • Widespread softness across a flat roof
  • Multiple historic patches hiding deeper issues
  • Perished membranes and failing battens over large areas
  • Serious condensation damage inside the loft or ceiling

It’s not always the cheapest option on day one, but in my experience, constantly chasing leaks on a fundamentally rotten base costs a lot more in the long run.

Real-World Examples: How the Base Differs by Roof Type

Let me give you a few typical Sussex scenarios and how I think about the base on each.

Garage Roof Base

Most older garage roofs I see in Brighton and Worthing were built as cheaply as possible. Thin timbers, cheap boards, minimal fall, basic felt. Over time, ponding and UV exposure finish them off.

When I rebuild a garage roof base, I usually:

  • Strengthen or replace undersized joists
  • Introduce a proper fall with firring pieces
  • Install a solid OSB or ply deck ready for a modern waterproofing system

Rear Extension Flat Roof Base

On rear extensions, the roof base is often sitting over your kitchen or living area, so insulation and condensation control are more critical.

Dormer and Bay Roof Bases

Dormers and bay windows are small areas but they leak a lot, mainly because the base and upstands were thrown together as an afterthought.

On these I pay extra attention to:

  • Solid deck and proper fall, even on small areas
  • Strong upstands into the main wall or pitched roof
  • Correct junctions with the main roof tiles or slates

Getting the base right on small roofs like these often stops repeat staining on internal bay ceilings and alcoves.

If you’re seeing recurring leaks, sagging lines or patches that never seem to stay dry for long, there’s a good chance the problem sits in the base, not just the surface.

Here is my honest advice:

  • Don’t keep paying for surface-only patches if nobody has properly checked the structure, deck, battens and membranes underneath.
  • Get a proper inspection where the roofer is willing to lift coverings or take test cuts to look at the real base condition.
  • Ask for photos of the base during any work so you can see what was actually found and replaced.
